Addendum (January 2023): Given the magnitude of the developing Stocks & Securities Ltd saga, I should note that in mid-1997 the Board of its predecessor stock brokerage firm, Paul Chen Young & Co, asked me to do an independent management/systems review. This grew out of their concerns in the wake of the FINSAC debacle exposing weaknesses in the Jamaican financial institutions. National Insurance Scheme Fund Accounting Consultant
Reviewed and documented procedures as they currently existed in the National Insurance Scheme’s Fund Accounts Department with a view to revising these to ensure transparency, accountability, greater efficiency and minimization of benefit fraud in keeping with government fiduciary requirements. Undertook a review of key documents, organizational structure/reporting relationships, monthly/quarterly reporting formats; desk audits; notification & remittance of monthly contributions to the National Insurance Fund Secretariat; procedures and formulae used for calculating the various types of pension benefits & payouts. Made presentations to major stakeholders including the Permanent Secretary and her senior management team, the Fund Accounting Department’s senior officers, the Ministry’s Internal Auditor, and members of the GOJ’s Auditor General’s Department. Prepared an action plan with recommendations for changes/improvements, and streamlining of functional fund accounting processes.

Head of the Secretariat for the Commission - Responsibilities included overseeing the doping control and testing activities, educational programmes and workshops, development of a website, and anti-doping in sport research in key areas. Regularly reviewed/updated the Registered Testing Pool & the management of Whereabouts Information postings in ADAMS by athletes in RTP. Established policy guidelines for the JADCO Anti-Doping Rule Violation Review Panel. Provided policy advise to the Minister of Sport and the JADCO Board on anti-doping in sport matters. Made presentations & represented JADCO at cross-island workshops & regional conferences. Prepared position paper on Restructuring of JADCO to achieve ISO certification in keeping with International Best Practices. Served as liaison with WADA, UNESCO, the Jamaica Olympic Association & national sport associations.

Chief Executive Officer for the JRFU - the national governing body for the sport of rugby union in Jamaica.
Responsible for the day-to-day activities of the union. Worked with the new Interim Board on strengthening the administrative & governance of the sporting body and paid a great deal of attention to player welfare and growing participation in the sport. Revised the JRFU Constitution and By-Laws and developed the JRFU Anti-Doping in Sport Policy in keeping with IRB Anti-Doping Rules and JADCO Rules. Prepared Draft Club Constitutions & By-Laws for use by clubs in the union and registered the union as a Not-for-Profit Company Limited by Guarantee with the Companies Office of Jamaica. Prepared the JRFU Strategic Plan 2012-2015 and finalized the 2010 & 2011 Operating Plans & Budgets. Served as primary liaison with the IRB, NACRA, the JOA, SDF, and other national sport associations. Responsible for the development and implementation of the Jamaican Anti-Doping in Sport Programme (December 2003 to November 2007). Prepared the Report of the Taskforce Against Doping in Sport (which outlined the way forward for the Jamaican Programme), and all major policy documents including the Jamaican Policy Against Doping in Sport (2005), the original draft enabling legislation “The Jamaican Anti-Doping in Sport Act” for the establishment of the Jamaican Anti-Doping Commission and the Hearing and Appeal tribunals. Prepared the Cabinet Submission for the ratification of the International Convention Against Doping in Sport (Note: this was ratified by Cabinet in July 2006, and the instrument was deposited with UNESCO in Paris on August 2, 2006, making Jamaica the 16th country to ratify the Convention, and the first from the Latin American & Caribbean region). Developed a Model Template for Sporting Organisations to use in formulating their individual Anti-Doping Policies. Developed job descriptions/position profiles for staffing of the Anti-Doping in Sport Unit of the Office of the Prime Minister, in keeping with the regulations of the Civil Service Establishment Act. Worked with Ministry of Foreign Affairs officials in lobbying for Jamaica to play a major role in the First Conference of Parties (COP) for the International Convention Against Doping in Sport, held in February, 2007 and seeking official observer status for Jamaica to the Monitoring Group of the Council of Europe’s Anti-Doping Convention. Elected Vice Chair for the Latin American and Caribbean region to the Bureau of the COP. Convened and chaired meetings of the Inter-Ministerial Taskforce Against Doping in Sport.
Developed several concept documents including (a) a proposal for the establishment of a Centre of Excellence in Sports Medicine at the University of the West Indies affiliated with the Faculty of Medical Sciences, (b) revision of the National Sports Policy; and (c) a proposal for the establishment of a Jamaica Boxing Hall of Fame. Also conducted detailed on-site reviews of all Golden-Age (Old Persons) Homes and fire stations throughout the island and worked on the development of new designs for parish fire stations and sub-stations plus the financing requirements for upgrading the existing facilities. Member of the Jamaica Fire Brigade Board and Chairman of its Finance & Audit Committees (2003-04).
Other major assignments included responsibility for overseeing the Prime Minister’s (and Minister of Local Government’s) Parliamentary matters – this involved attending sittings of the House of Representatives, and sessions of the Standing Finance Committee and Public Accounts Committee, taking detailed notes of the proceedings. Liaised with Members of Parliament (Government & Opposition) tracking areas of concern/consensus, and advising the Prime Minister (MHPM) accordingly. Prepared detailed analysis of the annual Estimates of Expenditure and Revenue and all other relevant financial reports, annual reports and Ministry Papers tabled in the House.
Primary contact person for the Office of the Prime Minister with CIFAL Atlanta (the North American affiliate of the Decentralized Cooperation Program of UNITAR), the World Anti-Doping Agency (WADA), the Council of Europe, the Anti-Doping in Sport Unit of UNESCO’s Social and Human Sciences Sector, and the Sports Council of the Americas (CADE).
In my most recent assignment I assisted the newly appointed Minister of Local Government in developing his priorities re his portfolio responsibilities. This involved liaising with the Permanent Secretary and senior Ministry officials about the required changes to the organizational structure/staffing functional arrangements of the Ministry and its agencies in order to carry out the new Administration’s mandate. Also worked with members of the Local Government Reform team on the Terms of Reference (TOR) for a pilot project on decentralization and strengthening of the St Catherine Parish Council to include Town Manager positions in major townships, revised license fees structure to increase revenue collection, and grant funding for entrepreneurs to stimulate economic activity within the parish.

Analyzed the annual Government of Jamaica Estimates of Revenue & Expenditure for the period 1999-2003 covering an overview of the macroeconomics situation and detailed analysis of budgetary allocations for basic social services during the period under review in order to ascertain the budgetary allocations for programmes concerned with the welfare of children and the extent to which these allocations were in keeping with the implementation of the National Plan of Action for Children, and the Convention on the Rights of the Child. Consultancy was funded by the United Nations Children’s Fund (UNICEF).

Facilitated the purchase of US$5 million sovereign trade obligations of maturities up to three years by Sovereign Trade Credit Corporation 2 (STCC2) – an international closed end fund which invests exclusively in this type of trade paper. The sovereign trade obligations were purchased from the Government of Jamaica’s National Water Commission (NWC). Successfully conducted negotiations with NWC and Jamaican Ministry of Finance officials to finalize the arrangement.

Prepared a feasibility study and outlined the initial steps to be undertaken re the establishment of a securities dealership company by Americana Enterprises, including the application for an investment dealer’s license and initial approval process by the Securities Commission, and the options open to the company in trying to establish an investment company in Ocho Rios, Jamaica, as well as preliminary cost estimates.

Developed the draft official subscription memorandum and information statement for the University of the West Indies - Series A -- Cave Hill Campus US $10.475 million guaranteed bond issue. The bonds were being issued to cover some of the infrastructural needs of the Cave Hill campus for the period 2000/2002 (guaranteed by the Government of Barbados). The bonds were targeted for private placement throughout the Caribbean region.

Managing Director/Country Head for Jamaica
Served as the country head for the Jamaican arm of the Canadian Imperial Bank of Commerce (CIBC), overseeing the operations of the commercial bank’s twelve branches, trust and merchant bank, and building society in Jamaica, with responsibility for a staff of over 500 persons. This assignment included downsizing of the bank’s operations, a major redundancy and expense reduction exercise, and restructuring of the local entities along lines of business in keeping with CIBC’s new corporate mandate in the West Indies, review as Fund Administrator of the local group’s pension plan, as well as participation in the finalization of Y2K activities (including the conversion exercise for the installation of a new computer system and new ATMs). Also initiated negotiations with the Jamaican Minister of Finance for the successful acquisition by CIBC W.I. Holdings Ltd. of a significant block of CIBC Jamaica Ltd. shares that had been acquired by the Financial Sector Adjustment Company Ltd. (FINSAC).

Prepared a draft proposal (including draft legislation) that would form the basis for a proposal to the Jamaican Minister of Education re the replacement of the OEC with a body corporate.

Reviewed the progress made and interim results achieved in relation to the stated project objectives; assessed the relevance and adequacy of project design, components and indicators, in light of changes in the financial environment in Jamaica; made recommendations for modifications and suggested changes in required time lines, taking into account the scope of activities to be implemented and the state of readiness or capacity of beneficiaries to implement these activities.

Analyzed the 1998/99 Jamaican National Fiscal Budget and the revised budget projections for fiscal year 1997/98 in order to ascertain the budgetary allocations for programmes concerned with the welfare of children; determined whether there had been any decline in real terms in the level of these budgetary allocations; and the extent to which these allocations were in keeping with the implementation of the National Plan of Action for Children, and the Convention on the Rights of the Child. Provided financial advisory services re the issuing of University Development Bonds, to cover some of the infra-structural needs of the University for the period 1997/98 - 2001/02, totaling approximately US$60 million. The bonds were targeted for private placement throughout the Caribbean region. The instrument design included various issues and tranches, fixed and floating interest rates, and a sinking fund to cover principal repayment. Also reviewed the investment portfolio mix and investment strategies employed by the Campuses and the University Centre.

Conducted a review of the stock brokerage firm's overall financial position and manpower capabilities, computer systems and investment portfolio management systems, and staff investment incentives/facilities on behalf of the Board of Directors and made recommendations on organizational restructuring and strategic options available to the firm's new management team.

Consultant to a joint government/private sector Steering Committee appointed by the Minister of Finance. Prepared the groundwork necessary for the establishment of a unit trust fund in Dominica geared at attracting medium and long term savings of Dominican nationals and other investors in the OECS region. This included the preparation of a Cabinet submission and a final project report assessing the initial financial, manpower and technical requirements for the establishment of a unit trust, determining the preferred ownership structure of the management company, identifying potential investors (including interested multilateral lending agencies), indicating the regulatory framework for the establishment of the Office of Superintendent of Unit Trusts, and reviewing unit trust operations/regulations in the United Kingdom, Trinidad and Tobago, and Jamaica. Prepared a draft Dominica Unit Trusts Act and draft Regulations to the Act for the Attorney General. Note: The Dominica Unit Trust Corporation was established in February 1999, and the Dominica Growth and Income Fund was formally launched in July 1999.
December 1995 to June 1996 Organization of American States, Washington, DC, U.S.A. – Development and Integration of Financial Markets in Central America and the CARICOM States
Member of a two-man consulting team (one U.S. and one Jamaican consultant) which undertook Phase II of the project on "The Integration of Financial Markets in the Caribbean Region." This phase included visits to the Central American countries (Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua), Panama, and the CARICOM member states of Belize, Guyana and Suriname. The final report presented a strategy paper with recommendations for the development of the money and capital markets in these countries, and the prospects for regional financial market integration. Two other reports covered recommendations emanating from Phase I of the project: an overview of (a) the role of credit rating agencies in emerging securities markets, and (b) the role of a financial market data base in emerging securities markets.
July 1995 to December 1995 Organization of American States, Washington, DC, USA - Integration of Financial Markets in CARICOM
Member of a consulting team (one U.S. and one Jamaican consultant) which examined the development of integrated financial markets in the CARICOM region. The project covered visits to Jamaica, Trinidad, Barbados, The Bahamas, the OECS countries, the Dominican Republic and the G3 countries (Columbia, Venezuela and Mexico). The final report presented recommendations and an action plan to assist the CARICOM Governments in devising appropriate policies, institutional arrangements, and regulatory frameworks for the development and integration of the Caribbean money and capital markets. Other activities included the development of a framework for a public relations programme to promote the benefits afforded by an integrated financial market; the hosting of a conference for government officials, regulators and the private sector from the Wider Caribbean on the opportunities and challenges posed by the integration and development of the region's financial markets; and preparation of a summary report covering the conference proceedings, including the conference papers presented.

Consultant to the CNB Group of Companies
Negotiated on behalf of the three licensed financial institutions (CFIs) within the Group -Century National Bank, Century National Merchant Bank & Trust Company, and Century National Building Society - with the Jamaican Minister of Finance and the Supervisory Authorities at the Bank of Jamaica on a restructuring plan for the financially strapped entities. Assisted in the development of a business plan for the CFIs, including a marketing plan targeted at garnering low-cost deposits and savings accounts; placing real estate properties within the Group up for sale; and served as a member of the Group's Interim Management Committee which reviewed and approved all major loans and credit work-outs.
June 1995 to July 1995 The Ministry of Foreign Affairs of the Netherlands – UNICEF Debt for Children Initiative Jamaica
Member of the Evaluation Mission (two Dutch and two Jamaican consultants) that reviewed the UNICEF Debt for Children Initiative Jamaica 1991-1995 which received significant financing from funds donated by the Dutch Government by means of a debt swap. The primary objective of the evaluation was to analyse the debt-swap initiative and to show the extent to which the aims of the debt-swap were achieved, focusing on the macro-economic aspects of the transaction, and the UNICEF programmes financed via the debt-swap.
January 1995 to March 1995 Republic Finance and Merchant Bank Limited (FINCOR), Port of Spain, Trinidad WI – Feasibility Study for the Establishment of a Merchant Bank in Grenada serving the OECS
Conducted a feasibility study on the establishment of merchant banking operations in Grenada serving Grenada and the other member countries in the Organisation of Eastern Caribbean States (OECS). This review included visits to all the OECS countries (Anguilla, Antigua and Barbuda, Dominica, Grenada, Montserrat, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines). The final report covered an assessment of the competition and the various products and services that could be offered to the different target markets; a cost-benefit analysis of establishing a physical presence in Grenada; and an examination of current legislation and regulations governing the money and capital markets in each OECS territory.
April 1995 to May 1995 Paul Chen Young and Associates Ltd., Kingston, Jamaica – Government of Jamaica/Government of the Netherlands Micro Enterprise Project
Prepared a business plan for ASSIST Limited, a not-for-profit organisation (NGO) involved in lending to the micro enterprise sector in Jamaica, which was being evaluated as an approved lending institution under Phase Two of the Government of Jamaica/Government of Netherlands Micro Enterprise Project in Jamaica. This included a review of the NGO's organizational and management structure, its international focus both in the Caribbean and Africa, an assessment of current loan programmes, credit administration and management, arrears analysis, documented polices and procedural guidelines re loans processing, monitoring and assessment of delinquent loans, client training and technical assistance, assessment of the financial viability of the institution, and preparation of a business plan including a loans portfolio remedial action plan.
April 1994 to December 1994 East Caribbean Organisation of Development Foundations (ECODEF), Roseau, Commonwealth of Dominica W.I.
Evaluated the credit systems of the eight National Development Foundations (NDFs) in the OECS countries and Barbados, looking at the relative strengths and weaknesses of their credit systems. The consultancy included two weeks on-site visits to each NDF which covered a review of existing systems of documentation, analysis, approval, disbursement, monitoring and reporting of credit; client technical assistance and training; accounting and MIS systems, procedures, and preparation of financial statements; cash flow management; internal controls; and staffing of each NDF. Also reviewed the reporting procedures by the NDFs to ECODEF under the USAID SEAP Micro Sector and Small Enterprise Project. Prepared remedial action plans for two of the weakest NDFs, and conducted board retreats and credit workshops for the NDFs' staff. Consultancy was funded by the Caribbean Development Bank.
December 1993 Deutsche Gesellschaft Fuer Technische Zusammenarbeit (GTZ) GmbH – Project for the Promotion of the National Development Foundation of Jamaica (NDFJ)
Member of a consultancy team (two German consultants and one Jamaican consultant) which evaluated the prospects for the National Development Foundation of Jamaica to successfully mobilise local target group savings by the micro enterprise and small business sector in the medium to long term, taking into consideration the not-for profit lending institution's current mandate and legal status, and the legal, organisational and financial preconditions for NDFJ to get actively involved in savings schemes geared at its target market.
October 1993 to November 1993 Government of Jamaica/Government of the Netherlands (GOJ/GON) – Micro Enterprise Project
Member of the Project Formulation Mission (two Dutch and one Jamaican consultants) to evaluate the first two years of the GOJ/GON Micro Enterprise Project in Jamaica and to make recommendations for the second phase of the Project. The project report covered the following: credit needs assessment; monitoring systems; leasing facilities; terms of reference for (a) the credit wholesale agency; (b) technical assistance to the not-for-profit organisations and credit unions accessing the programme, (c) marketing services to be provided, (d) sector and macro-policy studies (e) a training programme for credit officers; and (f) the technology/venture capital component of the project.
July 1991 to October 1993 Worked for the Eagle Financial Network, Kingston, Jamaica W.I. as a member of the executive management team of the Group, and carried out a number of concurrent consulting and investment management assignments.
1991-93: Managing Director, Eagle Unit Trusts Management Company Limited, Kingston, Jamaica
Chief Executive Officer of the first privately owned unit trust in Jamaica. Hired by the Board to turn around the operations of the organisation. Aggressive but prudent management resulted in growth in the company's asset base from JA$4 million in 1991 to JA$96 million in June 1993, and gross income moving from JA$1.8 million in 1991 to over JA$100 million for the 1993 fiscal year. Funds under management grew from J$46 million to over JA$400 million for the corresponding period. Also developed and received approval from the Superintendent of Unit Trusts for the establishment of two new funds -- a Money Market Fund and a Capital Appreciation Fund -- to increase the investment options offered to the unit trust's clientele.

Provided day-to-day management and directed the on-going consulting assignments and research activities of the management consulting arm of the Eagle Financial Network. The company provided consulting services within the group and to a number of external clients in Jamaica, the U.S.A., and the Caribbean region utilizing a highly motivated in-house core team, complemented by a select list of independently employed specialists.
Consulting Assignments Undertaken during 1991 to 1993 include :
1991-93: Development of Three Overseas Investment Funds in the U.S.A. and the Cayman Islands.
Played lead role in the development of three mutual funds -- two in the USA and one in the Cayman Islands. Work involved the registration process with the Securities Exchange Commission in the USA and with the banking authorities in the Cayman Islands; selection of investment advisers, custodian banks, transfer agents, principal broker/dealers, and accountants.
1992: Application for a Banking License in the Cayman Islands
Worked on the team which successfully applied to the Cayman Islands Government for a "B" licence to operate a Cayman branch of the Eagle Merchant Bank of Jamaica Ltd.
1992: Private and Public Placement of Shares in Ciboney Group Limited
Member of the team responsible for the preparation of the prospectus and the successful private placement of 72 million ordinary shares and the public placement of 14 million ordinary shares at the issue price of J$5.50. This was one of the largest successful share offerings ever undertaken to date on the Jamaica Stock Exchange.
1992: IFC Loan Proposal
Preparation of the Loan Proposal Document to establish US$ credit line between the International Finance Corporation and Eagle Merchant Bank of Jamaica Limited.
1992: A Private Placement Investment Memorandum
Preparation of an offer document for a private placement of J$8 million. This project was commissioned by the Kingston Publishers Company Limited - one of the leading indigenous publishing houses in the English-speaking Caribbean.
1992: A Market Survey to Assess Concessionaire Operations in the Departure Lounge of the Norman Manley International Airport
This study was commissioned by the Airports Authority of Jamaica to facilitate strategic decisions with regards to duty-free operations in the international airport's departure lounge in Kingston, Jamaica.
1992: An Economic Assessment/Market Survey for Financial Services in Half-Way-Tree Area
This study was undertaken on behalf of Eagle Commercial Bank Limited. Its objective was to measure the level of awareness of persons in these areas about the Eagle Commercial Bank and the Eagle Financial Network and to determine the extent of the potential demand for the financial services offered by the Eagle Commercial Bank, and also to determine whether or not to establish a branch of the commercial bank in that community.
1991-92: Client-Survey for Paul Chen-Young & Co. Ltd.
The survey's objective was to ascertain clients' perceptions of the company and in particular, to capture their opinion of the quality of service offered by Jamaica’s largest stock brokerage firm.
1991: Caribbean Investment Fund
Undertook feasibility study into the viability of a Caribbean Investment Fund. Study was commissioned by the Eagle Merchant Bank of Jamaica Limited, and included a 21-day visit to nine CARICOM countries to meet and hold discussions with government officials, bankers, investment brokers, and industry leaders.

Also served as the group's representative to the Jamaica Exporters Association (JEA). Appointed a Director of the JEA, and worked on behalf of the association on the resolution of CARICOM payment problems, the implementation in Jamaica of the Common External Tariff (CET) and the General Consumption Tax (GCT).

Prepared the Investment Division’s annual budget and investment targets. Project leader for the acquisition of two large north-coast hotels for the pension fund portfolios as part of the Government of Jamaica's National Hotel Properties privatization programme, as well as participation in a number of major loan syndications, public and private placements, and rights issues. Also involved in structuring a number of creative financing packages on behalf of the insurance/banking group and the Government of Jamaica.

Responsible for the development and implementation of the Jamaican Anti-Doping in Sport Programme (December 2003 to November 2007). Prepared the Report of the Taskforce Against Doping in Sport (which outlined the way forward for the Jamaican Programme), and all major policy documents including the Jamaican Policy Against Doping in Sport (2005), the original draft enabling legislation “The Jamaican Anti-Doping in Sport Act” for the establishment of the Jamaican Anti-Doping Commission and the Hearing and Appeal tribunals. Prepared the Cabinet Submission for the ratification of the International Convention Against Doping in Sport (Note: this was ratified by Cabinet in July 2006, and the instrument was deposited with UNESCO in Paris on August 2, 2006, making Jamaica the 16th country to ratify the Convention, and the first from the Latin American & Caribbean region). Developed a Model Template for Sporting Organisations to use in formulating their individual Anti-Doping Policies. Developed job descriptions/position profiles for staffing of the Anti-Doping in Sport Unit of the Office of the Prime Minister, in keeping with the regulations of the Civil Service Establishment Act. Worked with Ministry of Foreign Affairs officials in lobbying for Jamaica to play a major role in the First Conference of Parties (COP) for the International Convention Against Doping in Sport, held in February, 2007 and seeking official observer status for Jamaica to the Monitoring Group of the Council of Europe’s Anti-Doping Convention. Elected Vice Chair for the Latin American and Caribbean region to the Bureau of the COP. Convened and chaired meetings of the Inter-Ministerial Taskforce Against Doping in Sport.
Developed several concept documents including (a) a proposal for the establishment of a Centre of Excellence in Sports Medicine at the University of the West Indies affiliated with the Faculty of Medical Sciences, (b) revision of the National Sports Policy; and (c) a proposal for the establishment of a Jamaica Boxing Hall of Fame. Also conducted detailed on-site reviews of all Golden-Age (Old Persons) Homes and fire stations throughout the island and worked on the development of new designs for parish fire stations and sub-stations plus the financing requirements for upgrading the existing facilities. Member of the Jamaica Fire Brigade Board and Chairman of its Finance & Audit Committees (2003-04).
Other major assignments included responsibility for overseeing the Prime Minister’s (and Minister of Local Government’s) Parliamentary matters – this involved attending sittings of the House of Representatives, and sessions of the Standing Finance Committee and Public Accounts Committee, taking detailed notes of the proceedings. Liaised with Members of Parliament (Government & Opposition) tracking areas of concern/consensus, and advising the Prime Minister (MHPM) accordingly. Prepared detailed analysis of the annual Estimates of Expenditure and Revenue and all other relevant financial reports, annual reports and Ministry Papers tabled in the House.
Primary contact person for the Office of the Prime Minister with CIFAL Atlanta (the North American affiliate of the Decentralized Cooperation Program of UNITAR), the World Anti-Doping Agency (WADA), the Council of Europe, the Anti-Doping in Sport Unit of UNESCO’s Social and Human Sciences Sector, and the Sports Council of the Americas (CADE).
In my most recent assignment I assisted the newly appointed Minister of Local Government in developing his priorities re his portfolio responsibilities. This involved liaising with the Permanent Secretary and senior Ministry officials about the required changes to the organizational structure/staffing functional arrangements of the Ministry and its agencies in order to carry out the new Administration’s mandate. Also worked with members of the Local Government Reform team on the Terms of Reference (TOR) for a pilot project on decentralization and strengthening of the St Catherine Parish Council to include Town Manager positions in major townships, revised license fees structure to increase revenue collection, and grant funding for entrepreneurs to stimulate economic activity within the parish.

Analyzed the annual Government of Jamaica Estimates of Revenue & Expenditure for the period 1999-2003 covering an overview of the macroeconomics situation and detailed analysis of budgetary allocations for basic social services during the period under review in order to ascertain the budgetary allocations for programmes concerned with the welfare of children and the extent to which these allocations were in keeping with the implementation of the National Plan of Action for Children, and the Convention on the Rights of the Child. Consultancy was funded by the United Nations Children’s Fund (UNICEF).

Facilitated the purchase of US$5 million sovereign trade obligations of maturities up to three years by Sovereign Trade Credit Corporation 2 (STCC2) – an international closed end fund which invests exclusively in this type of trade paper. The sovereign trade obligations were purchased from the Government of Jamaica’s National Water Commission (NWC). Successfully conducted negotiations with NWC and Jamaican Ministry of Finance officials to finalize the arrangement.

Prepared a feasibility study and outlined the initial steps to be undertaken re the establishment of a securities dealership company by Americana Enterprises, including the application for an investment dealer’s license and initial approval process by the Securities Commission, and the options open to the company in trying to establish an investment company in Ocho Rios, Jamaica, as well as preliminary cost estimates.

Developed the draft official subscription memorandum and information statement for the University of the West Indies - Series A -- Cave Hill Campus US $10.475 million guaranteed bond issue. The bonds were being issued to cover some of the infrastructural needs of the Cave Hill campus for the period 2000/2002 (guaranteed by the Government of Barbados). The bonds were targeted for private placement throughout the Caribbean region.

Member of a two-man consulting team (one U.S. and one Jamaican consultant) which undertook Phase II of the project on "The Integration of Financial Markets in the Caribbean Region." This phase included visits to the Central American countries (Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua), Panama, and the CARICOM member states of Belize, Guyana and Suriname. The final report presented a strategy paper with recommendations for the development of the money and capital markets in these countries, and the prospects for regional financial market integration. Two other reports covered recommendations emanating from Phase I of the project: an overview of (a) the role of credit rating agencies in emerging securities markets, and (b) the role of a financial market data base in emerging securities markets.

Member of a consulting team (one U.S. and one Jamaican consultant) which examined the development of integrated financial markets in the CARICOM region. The project covered visits to Jamaica, Trinidad, Barbados, The Bahamas, the OECS countries, the Dominican Republic and the G3 countries (Columbia, Venezuela and Mexico). The final report presented recommendations and an action plan to assist the CARICOM Governments in devising appropriate policies, institutional arrangements, and regulatory frameworks for the development and integration of the Caribbean money and capital markets. Other activities included the development of a framework for a public relations programme to promote the benefits afforded by an integrated financial market; the hosting of a conference for government officials, regulators and the private sector from the Wider Caribbean on the opportunities and challenges posed by the integration and development of the region's financial markets; and preparation of a summary report covering the conference proceedings, including the conference papers presented.

Member of the Evaluation Mission (two Dutch and two Jamaican consultants) that reviewed the UNICEF Debt for Children Initiative Jamaica 1991-1995 which received significant financing from funds donated by the Dutch Government by means of a debt swap. The primary objective of the evaluation was to analyse the debt-swap initiative and to show the extent to which the aims of the debt-swap were achieved, focusing on the macro-economic aspects of the transaction, and the UNICEF programmes financed via the debt-swap.

Conducted a feasibility study on the establishment of merchant banking operations in Grenada serving Grenada and the other member countries in the Organisation of Eastern Caribbean States (OECS). This review included visits to all the OECS countries (Anguilla, Antigua and Barbuda, Dominica, Grenada, Montserrat, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines). The final report covered an assessment of the competition and the various products and services that could be offered to the different target markets; a cost-benefit analysis of establishing a physical presence in Grenada; and an examination of current legislation and regulations governing the money and capital markets in each OECS territory.

Prepared a business plan for ASSIST Limited, a not-for-profit organisation (NGO) involved in lending to the micro enterprise sector in Jamaica, which was being evaluated as an approved lending institution under Phase Two of the Government of Jamaica/Government of Netherlands Micro Enterprise Project in Jamaica. This included a review of the NGO's organizational and management structure, its international focus both in the Caribbean and Africa, an assessment of current loan programmes, credit administration and management, arrears analysis, documented polices and procedural guidelines re loans processing, monitoring and assessment of delinquent loans, client training and technical assistance, assessment of the financial viability of the institution, and preparation of a business plan including a loans portfolio remedial action plan.

Evaluated the credit systems of the eight National Development Foundations (NDFs) in the OECS countries and Barbados, looking at the relative strengths and weaknesses of their credit systems. The consultancy included two weeks on-site visits to each NDF which covered a review of existing systems of documentation, analysis, approval, disbursement, monitoring and reporting of credit; client technical assistance and training; accounting and MIS systems, procedures, and preparation of financial statements; cash flow management; internal controls; and staffing of each NDF. Also reviewed the reporting procedures by the NDFs to ECODEF under the USAID SEAP Micro Sector and Small Enterprise Project. Prepared remedial action plans for two of the weakest NDFs, and conducted board retreats and credit workshops for the NDFs' staff. Consultancy was funded by the Caribbean Development Bank.

Member of a consultancy team (two German consultants and one Jamaican consultant) which evaluated the prospects for the National Development Foundation of Jamaica to successfully mobilise local target group savings by the micro enterprise and small business sector in the medium to long term, taking into consideration the not-for profit lending institution's current mandate and legal status, and the legal, organisational and financial preconditions for NDFJ to get actively involved in savings schemes geared at its target market.

Member of the Project Formulation Mission (two Dutch and one Jamaican consultants) to evaluate the first two years of the GOJ/GON Micro Enterprise Project in Jamaica and to make recommendations for the second phase of the Project. The project report covered the following: credit needs assessment; monitoring systems; leasing facilities; terms of reference for (a) the credit wholesale agency; (b) technical assistance to the not-for-profit organisations and credit unions accessing the programme, (c) marketing services to be provided, (d) sector and macro-policy studies (e) a training programme for credit officers; and (f) the technology/venture capital component of the project.

Chief Executive Officer of the first privately owned unit trust in Jamaica. Hired by the Board to turn around the operations of the organisation. Aggressive but prudent management resulted in growth in the company's asset base from JA$4 million in 1991 to JA$96 million in June 1993, and gross income moving from JA$1.8 million in 1991 to over JA$100 million for the 1993 fiscal year. Funds under management grew from J$46 million to over JA$400 million for the corresponding period. Also developed and received approval from the Superintendent of Unit Trusts for the establishment of two new funds -- a Money Market Fund and a Capital Appreciation Fund -- to increase the investment options offered to the unit trust's clientele.

1992: An Economic Assessment/Market Survey for Financial Services in Half-Way-Tree Area
This study was undertaken on behalf of Eagle Commercial Bank Limited. Its objective was to measure the level of awareness of persons in these areas about the Eagle Commercial Bank and the Eagle Financial Network and to determine the extent of the potential demand for the financial services offered by the Eagle Commercial Bank, and also to determine whether or not to establish a branch of the commercial bank in that community.

Undertook feasibility study into the viability of a Caribbean Investment Fund.
